Community Voice Alliance empowers young people to meaningfully participate in governance, decision-making, and accountability processes, fostering a new generation of responsible and active citizens.
At Community Voice Alliance (CVA), we recognize that young people are not just the leaders of tomorrow but they are the active citizens of today. Their energy, creativity, and digital fluency position them uniquely to tackle complex governance challenges, hold power to account, and craft solutions that respond to emerging societal needs. Our Youth and Governance thematic area is designed to equip youth with the tools, platforms, and confidence to participate meaningfully in governance processes at local, national, and regional levels.
CVA envisions a society where youth are not marginalized in decision-making, but central to it where their participation leads to innovative policies, transparent institutions, and inclusive development outcomes. To that end, we invest in youth civic education, leadership development, participatory policymaking, and digital accountability tools. These initiatives create pathways for youth to voice concerns, propose solutions, and influence decisions that directly impact their lives and communities.
Why Youth in Governance Matters
In Kenya and across Africa, more than 60% of the population is under the age of 35. Yet, despite their numerical strength, young people often remain excluded from formal governance spaces. Political gatekeeping, inadequate civic education, socioeconomic marginalization, and systemic barriers hinder their participation. This exclusion has significant consequences: disillusionment with institutions, voter apathy, and weakened democratic culture.
However, when youth are engaged, governance becomes more responsive, accountable, and innovative. Studies and real-world experience show that:
Innovative solutions emerge when youth take the lead, such as tech-driven transparency tools and climate-resilient planning strategies.
Corruption declines as youth leverage digital platforms to monitor public expenditure and expose malpractices. In one of CVA’s pilot counties, a youth-led social audit led to the recovery of 15% of misappropriated public funds.
Institutional trust grows, as young citizens feel seen, heard, and represented.
The potential of youth in governance is not just about future leadership but it’s about current impact. That is why CVA champions an inclusive approach that bridges the generational gap and builds intergenerational collaboration to advance good governance.
Our Approach
CVA’s strategy to strengthen youth engagement in governance rests on five core pillars:
1. Civic Education and Awareness
We believe that informed citizens make better decisions. Our civic education programs target youth in both urban and rural areas, providing them with knowledge on:
The Constitution and legal frameworks on governance
Roles and responsibilities of elected leaders
Budgeting and public participation processes
Electoral laws and voting rights
Using a blend of interactive workshops, radio programs, school clubs, and online campaigns, we demystify governance structures and empower youth to ask critical questions, make informed choices, and influence local priorities.
2. Youth Leadership Development
Leadership is not about holding titles—it’s about influence, responsibility, and integrity. Through our mentorship and capacity-building programs, we prepare young people for leadership roles in government, civil society, academia, and private sectors. Our training covers:
Ethical leadership and governance
Public speaking and advocacy
Conflict resolution and negotiation
Policy formulation and analysis
We also facilitate youth participation in governance spaces, such as county budget forums, town hall meetings, and legislative hearings. These platforms allow youth to apply their skills in real-life governance settings.
3. Participatory Policymaking and Policy Labs
We design Policy Labs that bring youth together with policymakers, researchers, and subject-matter experts to co-create solutions for local and national challenges. These labs encourage innovation, data-driven thinking, and inclusive dialogue.
Examples include:
Youth Employment Policy Labs, where participants develop proposals on skills development, green jobs, and startup financing.
- Gender and Governance Labs, promoting young women’s participation in political processes
- Climate Governance Labs, where youth co-develop policy inputs for county climate action plans
These co-creation spaces ensure youth are not just consulted but embedded in the policymaking cycle—from idea generation to implementation and evaluation.
4. Digital Accountability and Open Governance Tools
Digital natives by default, young people are driving a new era of civic tech. CVA supports the development of user-friendly, youth-led digital platforms that:
Monitor government budgets and projects
Track service delivery and flag gaps
Report corruption, mismanagement, or delays
Mobilize youth around advocacy campaigns
Our OpenGov Toolkit for Youth helps local youth organizations use data storytelling, infographics, and social media to promote transparency and accountability.
One success story is the “PesaCheck Youth Dashboard”, developed with CVA support, which enables youth in Garissa and Wajir counties to monitor county budgets, track pending bills, and generate advocacy reports for public review.
5. Advocacy and Movement Building
We don’t just train youth—we mobilize them. CVA supports youth-led movements that demand accountability, advocate for policy reform, and amplify marginalized voices. Our campaigns focus on:
Electoral reforms
Anti-corruption advocacy
Access to information
Youth representation in county and national committees
We also engage religious leaders, parents, and elders to create enabling environments for youth participation, especially in conservative or conflict-affected communities. By framing governance as a collective responsibility, we foster unity across generations and identities.
